Features to expect in the best phone under 25000:

Under Rs 25,000, you can expect to see features like QHD (2K) display on the phone, as well as 4K video recording. However, 1080p displays aren’t all that bad either and save on battery and processing power. In terms of processing power, the best phones under Rs 25,000 come with Snapdragon 660/Kirin 970, which is the best in this budget. Snapdragon 652 or 626 can be expected in premium brands and it offers acceptable performance but nothing great. Snapdragon 625 is efficient but won’t win any raw power competitions. We’d recommend at least a Snapdragon 636.

Needless to say, go only for 4G phones. At least 64GB internal storage is preferable in this budget, otherwise, make sure the phone comes with an expansion slot. In terms of software, get something with at least Android 8.0 Oreo.
